      The Carmona Municipal Police Station posted Ninety-Six (96) crime incidents in 2019, relatively lower than the previous year’s record of 113 crime incidents. Of this crime volume, fifteen (15) are index crimes while Eighty-one (81) are Non-Index Crimes. The Average Monthly Crime Rate (AMCR) peg at 7.71% per 102, 678 inhabitants. Out of 96 reported cases, 16 were cleared while 74 cases were solved, thus Crime Solution Efficiency (CSE) peg at 77.08%. This is higher compared to 70.80% (CSE) of the previous year. Crime Clearance Efficiency, also increased by 5.41% from 89.38% in 2018 to 94.79% in 2019.

      With the strict law enforcement of the police officers in the community, together with the aid of the programs mitigating crime incidents, the crime volume for the year 2019 has significantly decreased. Hence, the all-out commitment of the police officers must be strengthened through their continuous coordination with the Local Government Unit of Carmona, Barangay Officials, and NGOs to address and prevent crime situation in all areas of concern.

      The graph above shows the trends for Crime Incidence during the last three years (2017-2019). Looking at the figures, it is noticeable that the crime volume is decreasing. Of this volume, non-index crime was observed to be the highest contributor due to the prevalence of incidents involving drugs. In 2019, fifty-seven (57) out of the total eighty-one (81) crime incidents were reported to be incidents violating the Republic Act 9165, commonly known as the Comprehensive Drugs Act of 2002. Index Crime, on the other hand, has fifteen (15) reported cases, including crime against person and crime against property. Crime against persons includes incidents like murder, homicide, and rape, while crime against property involves qualified theft cases.

       The municipality of Carmona has six (6) Police Stations strategically located at different barangays. Fifty-six (56) personnel manned the Police Station (Headquarters) at Barangay Maduya. Community Police Action Center (COMMPAC)-1 has six (6) personnel, COMMPAC 2 has seven (7) personnel, COMMPAC 3 and 4 has five (5) personnel, and COMMPAC 5 has four (4) personnel. 

      Due to the growing numbers of population every year, the number of police officers being deployed in each station should likewise increase in order to maintain peace and order in the community. As of 2019, there are eighty-three (83) police officers deployed in the above listed police stations, and twenty (20) police officers are needed to meet the standard ratio of 1 police officer to every one thousand (1,000) population.

      There are one hundred five (105) firearms that are being used by the police officers in 2019, of which eighty-one (81) are short firearms while twenty-four (24) are long firearms. The number of firearm equipment that currently exists corresponds to the number of police officers delegated at the police stations. Strategically, police stations are available at the most populated barangays such as Barangay Bancal, Milagrosa, Mabuhay, and Lantic. The Municipal Police Station and Community Police Action Center at Barangay Maduya cater to the Poblacion area (Barangays 1 through 8), regarding crime-related activities and other cases that need guidance and supervision of the law-enforcers or the police officers.

      As of 2019, there are one-hundred five (105) units of firearm equipment used by the police officers at the Municipal Police Station and at various barangays where some of the police sub-stations are situated. The Carmona Municipal Station is currently using a total of fifty-eight (58) firearms; of which fifty (50) are short firearms while eight (8) are long firearms. In terms of magnitude, the Carmona Municipal Police Station (MPS) has the highest inventory of firearm equipment since this is the main station serving the people located at Barangay Maduya, where the Department of Interior and Local Government (DILG) Building area is currently situated. The total number of firearms has significantly decreased particularly with the 9 MM gun, from its previous record of 69 down to 49 units for the current year. There is no inventory of Gauge Shotgun and AK 2000 recorded this year.

      The Municipal Police Station of Carmona has fourteen (14) serviceable vehicle units issued by the Local Government Unit, PNP and Provincial Capitol.

      The table shown below is the actual inventory of communication equipment noted for the year 2019.  Currently, there are twenty-one (21) communication equipment used by the police officers, composed of thirteen (13) computer desktops with internet connection; three (3) of which were procured through PNP while the remaining ten (10) came from the LGU.  

      Furthermore, a total of two (2) handheld radios and six (6) mobile radios provided by the PNP and the Local Government Unit were recorded. All of the equipment listed below were of good condition or serviceable to Carmona Municipal Police Station.

      The table above shows the current and projected need for policemen and firemen in the municipality of Carmona. Currently, there are twenty (20) policemen needed by the Carmona Municipal Police Station (MPS) to meet the standard police to population ratio of 1: 1,000.

      The Bureau of Fire Protection (BFP)-Carmona, on the other hand, requires additional twenty-three (23) firemen in order to meet the standard fireman to population ratio of 1: 2,000. Thus, Carmona MPS and BFP will require additional personnel for the next ten years due to the expected or projected increase volume of population in the community.

      In 2019, the Carmona Municipal Police Station recorded a total of ninety-six (96) crime incidents from different barangays. Of these 96 reported crime incidents, 15 are index crimes, while 81 are non-index crimes. Barangay Bancal has the highest number of crime incidents with a total of 24, followed by Barangay Mabuhay and Barangay Maduya with 18 and 16 crime incidents, respectively.

       The highest incident reported in 2019 is the violation of RA 9165, also known as the Comprehensive Drugs Act of 2002, with 57 cases. The composition of crime incidents in the Poblacion area includes violations against the Republic Act 9165, Republic Act 9262, or the Anti-Violence Against Women and their Children Act of 2004, theft, and rape.

       Barangays with the large population density have a high contribution to drug-related activities in the municipality. It is evident at Barangay Bancal (20), Maduya (11), and Mabuhay (10) reported incidents. Furthermore, Barangay Milagrosa recorded two (2) incidents involving women abuse or the violation of RA 9262, also known as the Anti-Violence Against Women and the Children Act of 2004.

       Carmona has two (2) Fire Stations strategically located at Barangay Maduya and Mount View 1 Industrial Complex Carmona, Cavite. The Carmona Fire Station has a total of eighteen (18) Bureau of Fire Protection (BFP) personnel and four (4) LGU personnel or fire aides while the Sub-Station has two (2) BFP personnel and four (4) LGU personnel as of 2019. Twenty (20) personnel are still needed to meet the ideal or the standard ratio of 1 Fireman: 2,000 populations.

       In terms of the number of vehicles available for this year, there are four (4) Fire Trucks serviceable. Three (3) of which are available at Carmona Fire Station (Headquarters), while the other one (1) is the fire truck owned by the Local Government Unit (LGU) and is being used by the Sub-Station for its daily operations.

 

        In 2019, the Bureau of Fire Protection attended to fifty-five (55) fire incidents, involving rubbish, grass, vehicular, and structural fire. Those fire incidents have occurred at Barangays 8, 9, and 10-14. The problems cited are mostly grass fires. No fire incidence was reported from Barangays 1 to 7. This year’s record is significantly lower than eighty-two (82) cases of fire incidence in 2018.

                        Based on the report given by Carmona Water District, the municipality of Carmona has 28 active fire hydrants strategically located at Barangay 4, 7, 8, 9, 10, 11, and 12. Meanwhile, 5 fire hydrants must be repaired or replaced. Barangay Maduya has the most number of fire hydrants (8), followed by Mabuhay (7), and Cabilang Baybay (4).

               According to the 2019 Inventory of Protective Services by Facilities and Equipment, Carmona Municipal Jail which is located at Barangay Maduya, Carmona, Cavite has a total area of 136 square meters. It has fifteen (15) BJMP Personnel and one (1) Non-Uniformed Personnel from the LGU. This is higher than the previous record of eleven (11) BJMP Personnel. Furthermore, the inventory and condition of all equipment are listed below. 

              BJMP has a total of two (2) Transport Vehicles marked as serviceable. The existing custodial ratio is one (1) personnel for every Ten (10) inmates or the so-called Persons Deprived of Liberty (PDL). The BJMP-Carmona is still in need of five (5) personnel to cope up with the standard ratio of personnel to PDL which is 1:7.

         Currently, there are four dormitories (cells) available at the Municipal Jail of Carmona, three (3) of which are male dorms with 725% congestion rate, while the other one is available for female PDLs with 300% congestion rate. The jail facility has an over-all congestion rate of 658%.

      Table 9 represents the average jail population from 2017 to 2019. The table shows that the male population comprises the highest with a total of one hundred thirty-two (132) for the year 2019, while the female dorm has only twelve (12) PDLs for the same year. By comparison, 2018 has the lowest jail population. It was due to the full implementation of Good Conduct Time Allowance (GCTA) and plea bargaining for drug cases.

     Due to the intensive campaign of the Local Government of Carmona, Cavite against illegal drugs and other street crimes, an increase of almost 62% of the jail population recorded in 2019 as well as compliance with the campaign of the National Government against illegal drugs and other syndicated crimes in the area.

      The total index crime is fifteen (15); of which thirteen (13) are crimes against person while two (2) are crime against properties. Crime against person include seven (7) cases of murder, two (2) Homicide or Attempted Homicide cases, and four (4) Rape cases. On the other hand, crime against properties involved cases of theft and qualified theft.

      To sum it up, the Carmona- Philippine National Police (PNP) have recorded a total of ninety-six (96) crimes for the year 2019. Of this crime volume, fifteen (15) are index crimes, while eighty-one (81) are non-index crimes involving the violation of RA 9165 or the Comprehensive Drugs Act of 2002.

      The Carmona Municipal Jail under the Bureau of Jail Management and Penology (BJMP) has recorded Fifteen (15) units of communication equipment for the year 2019, seven (7) of which are handheld radios; one (1) telephone, three (3) computers, one (1) laptop, two (2) printers and one (1) fax machine. The following equipment are issued or provided by the Local Government Unit of Carmona and BJMP. Moreover, the condition of the following equipment was also noted, wherein all are under good condition and are serviceable for daily work and activities.

 

Inventory of  Cctv  Camera Maintained by the Barangay, 2019         

Currently, there are two-hundred thirty-three (233) Closed-circuit television cameras (CCTV’s) strategically installed in fourteen (14) barangays. Barangay 12- Milagrosa got the highest magnitude of installed CCTVs with thirty-nine (39) units; followed by thirty-two units at Barangay 9- Maduya and Barangay 11-Mabuhay with a total of twenty-nine (29) CCTV cameras. The least magnitude on the other hand, was charted at Barangay 4- Poblacion with only four (4) cameras.

Higher magnitude of installed CCTV units would only mean for the higher demand probability since Barangay Lantic and Barangay Milagrosa are the most populated areas in the municipality. Moreover, having this equally important tool will help in monitoring and maintaining peace and order of the following communities.

       In 2019, there are 136 close circuit television installed cameras maintained by the Carmona-LGU. One hundred eleven (111) units are installed and strategically located all over the major busy roads and streets of the Municipality. Twenty-five (25) of which are installed along the office area of the Carmona Municipal Hall while the remaining two cameras are installed at Carmona Public Market (CPM) Office. The Civil Security Unit (CSU) serves as the Control Center monitoring the footages, while the IT department handles the storage system.
