POPULATION OF WORKING AGE GROUP/ LABOR FORCE BY BARANGAY

      Carmona has a total labor force of 39,367 or 41% of the total population. Labor force members include all members 15 years old and above who are currently working or actively seeking for work. They are the economically active population contributing to Carmona’s local economy. Males are the most economically active population with 23,421 while female is only 15,946. The highest number of labor force comes from Barangay Milagrosa with 9,294.

      The graph above shows the total number of individuals per barangay that are part of the municipality’s labor force as of 2017-2018 CBMS Censuses. Barangays with higher populations and industrial subdivisions such as Barangays Maduya, Cabilang Baybay, and Bancal have a massive number of employed members of the labor force.

      Barangay Milagrosa accumulated the highest number of members of the labor force, with a total of 9,294 individuals; Barangay Lantic and Barangay Bancal followed with 6,949 and 6,442 members, respectively. Barangays 1 to 8 (Poblacion) recorded the least number of employed members of the labor force.                    

Employment Rate

      Carmona’s employment rate is 94.99%, or 37, 396 out of 39, 367 individuals who are members of the labor force. Barangay Milagrosa has the highest magnitude with 8, 717 employed persons, followed by Barangay Lantic with 6, 682 members of the municipality’s labor force. The least number of employed persons was noted at Barangay 5- (Poblacion) with 261 individuals.

      The households engaged in different entrepreneurial activities. The wholesale/retail industry has the highest magnitude of 1,750 or 7.20%, followed by industry in transportation, storage & communication at 1,396 or 5.74%. Fishing industry has the least magnitude at 5 or 0.02%. Mining and quarrying are also present in the municipality with 5 households or 0.02%.

      The number of employees that worked for private establishments has the highest magnitude at 25, 948 or 69.39% of the total number of persons employed while individuals who worked on their own family operated farm or business got the has the least proportion (1.33%) or 498 workers.

      The municipality has a total of 2,861 Overseas Filipino workers (OFWs), majority of which are composed of male with a magnitude of 1,746 while females are consist of 1,115 individuals.

      The table below shows the waged members in the municipality as of 2017 and 2018. Based on the results of the conducted CBMS Census Survey, there are 34, 203 individuals or 91% of the total 37, 397 employed members of the labor force who declare their salary. The most populated areas like Milagrosa, Lantic and Bancal have the most number of waged members while the Poblacion area have relatively lower magnitude of waged members considering its land area.

      In 2018, the average wages of working members is P6, 299,174,702.90 with Barangay Lantic as the highest earner amounting to P2, 058,944,557.00 and P1, 174,845,365.00 from Barangay Milagrosa. Although, Barangay Milagrosa got the highest number of waged members with 8, 077, Barangay Lantic enormously projected the highest amount since the nature of work of the people here are among the professional jobs that corresponds to great or high salary. 

UNEMPLOYMENT RATE

      Out of the total labor force of 39,367, only 1,971 or 5.01% are unemployed. CBMS record shows that there is a significant decrease in the unemployment rate from 9.09% in 2014 to 5.01% in 2017.The highest numbers of unemployed are from Barangay Milagrosa with 577 while the least is from Barangay 5 with only 2 unemployed individuals. Labor force members include all members 15 years old and above who are currently working or actively seeking for work.

      Based on the results of the 2017-2018 CBMS-Census Survey, there are 46, 537 unemployed individuals exist in the municipality. The highest magnitude is at 11, 773 or 25.3% of the total number of unemployed persons due to housekeeping; followed by the 16.46% or 7,660 individuals composed of children and youth who are currently attending to school. Others are waiting for the results of their previous job application while some believe that no work is available for them.

Underemployment

      Underemployment refers to the employed persons who express the desire to have additional hours of work in their present job or an additional job, or have a new job with longer working hours. Carmona’s underemployment rate is decreasing, from 27.44% in 2014 to 15.07% in 2017. More than 5,600 workers in Carmona are forced to accept low-paying, low-skilled, or part-time jobs rather than to have no job at all.

      Based on the 2017 CBMS Survey, Carmona’s poverty rate is 11.49% with an average poverty gap of 0. The number of households with income below the poverty line of Carmona is 2,794. This household has an annual income that does not exceed the P 27,163.00 threshold. By definition, the income threshold is the income received by each family net of the expenses on food and non-food requirement. Among the fourteen barangays, households with income below the poverty threshold are more prominent in Barangay Milagrosa, and only a few exist in Barangay 6 (Poblacion).

Households with income below food threshold

      For the food subsistence, there were 1, 253 households with income below food threshold in 2017 which is 60% lower than that of the previous year. In 2017, the average food threshold was P 18,972.00 per family per year which is relatively higher than the P 15,575.00 per family per year in 2014. As reflected in the CBMS survey, Barangays Milagrosa got the biggest number of households with income below food threshold.

Historical Growth of Poverty & Food Threshold from 2008-2017

      The chart below shows the historical growth of poverty and food threshold for the past four (4) rounds of the Community Based Monitoring System (CBMS) in the Municipality of Carmona, Cavite. Carmona’s poverty and food threshold both projected its lowest rate during the 4th round of the said survey with 11.49% and 5.15% respectively.

      As of 2019, forty-seven (47) households were reportedly experiencing food shortage. This is 0.19% of the total number of households that exist in the municipality. The highest magnitude was charted at Barangay Lantic with 19 households followed by 14 households from Barangay Maduya. Food shortage or the scarcity of food to family/individual can be brought by the unavailability of stable job that could help them satisfy or at least meet their basic food needs. It can also be observed that the presence of this serious condition is common at the barangays with higher population while zero-rate was recorded at the Poblacion areas.   

EMPLOYMENT SERVICES

REGULAR EMPLOYMENT FACILITATION

     In 2019, 1,006 job applicants were registered in the Public Employment Service Office (PESO). Out of these applicants, 600 were placed. PESO also conducted 32 local recruitment activities and one (1) Special Recruitment activity while 21 endorsement letters were issued for recruitment.

SPECIAL PROGRAM FOR EMPLOYMENT OF STUDENTS (SPES)

      Thirty- three (33) poor but deserving students were employed at Municipality of Carmona during the summer vacation of 2019. The students were paid a salary which is at least equal to the applicable hiring rate of LGU. Sixty percent (60%) of which is being paid by the LGU while forty percent (40%) came from DOLE through education vouchers.

ON-THE- JOB Training of Students

      Eleven (11) students from different schools/universities undergo On-the-job training at Municipality of Carmona. OJT students were engaged in productive works that provides knowledge and skills essential to the full and adequate performance on the job.

WORK IMMERSION

Three hundred (300) students from Angelo Levardo Loyola Senior High School were assisted for their work immersion.

KASAMBAHAY AND OFW   

       As of 2019, the municipality of Carmona noted five hundred fifty-eight (558) registered Overseas Filipino Workers while the total number of registered kasambahay is one hundred forty-nine (149).

JOB FAIR

      PESO conducted two (2) Mega Job Fairs at Carmona Town Plaza on July 31 and  October 25, 2019. Mega Job Fair was an all-day event conducted at the town’s plaza to provide job opportunities among the residents of Carmona and its nearby municipalities such as GMA, Silang and other municipalities. A total of 1,930 applicants were registered, of which 1,350 applicants are recorded during the 1st Mega Job Fair while 580 applicants on the 2nd Mega Job Fair. Of this number, 81 were locally employed while 8 were deployed overseas, and others were scheduled for further interview.
