Education services are offered through public and private institutions. As of 2019, Carmona has 23 pre-elementary schools (9 public, 14 private), 21 elementary schools (9 public, 12 private), 9 junior high schools (1 public, 8 private) and 4 senior high schools (1 public, 3 private). Moreover, the municipality has a total of two tertiary schools, and a private/technical/vocational school.                                                                                                                                                                                               

     On the other hand, the local government of Carmona, through the Municipal Social Welfare and Development (MSWD) Office provides Child Development Centers (CDC) formerly known as Day Care services to children ages 4-5 years old. As of 2019, there are 13 government-owned CDCs located in different barangays serving toddlers.

      All public elementary schools in Carmona are offering Kindergarten Education Program to children ages 5-6 years old in preparation for entry to Grade 1.

Pre-Elementary

     A total of 1, 215 enrollees from thirteen (13) Child Development Centers was recorded for SY 2019-2020. Each Child Development Center is strategically located at different barangays with one (1) available classroom and teacher. Barangay 14- Bancal Child Development Center has the highest enrollment for this year with a total of 158 noted pupils; followed by Brgy. 10 Child Development Center with 132 enrollees. Meanwhile, Brgy. 13 Paligawan Child Development Center got the least number of enrollees with 30 pupils only.

     As of 2019, fourteen (14) private schools are operating in the municipality which offers pre-elementary level of education including nursery, kindergarten and preparatory (NKP).  These schools are being attended by a total of 616 pupils with 29 classrooms and 37 teachers for SY 2019-2020.

     Saint Anthony de Carmelli has the highest number of nursery, kinder and preparatory enrollees for S.Y 2019-2020, followed by Premiere Heights Learning Center. Meanwhile, Children of Mary Immaculate School, and Cavite Heart of Knowledge Montessori got the least number of enrollees for nursery with 3 attendees.

     The number of teachers available in private schools offering pre-elementary level depends on the magnitude of the enrollees. Saint Michael Montessori de Carmona with five (5) teachers attending to 113 enrollees for the school year, while Saint Anthony de Carmelli that ranked 2nd with the biggest number of pupils has 6 teachers available. However, this is contradicting with the 79 pupils reported at Toddler Smart Learning Center that is only attended by 3 teachers only.

     Private Schools have recorded a total of Six-hundred sixteen (616) enrollees for pre-elementary level. This record covers the nursery, kinder and preparatory (NKP) enrollees for SY 2019-2020. Out of 616 enrollees, 145 are pupils from nursery level; 283 are children from kindergarten level and the remaining 188 are pupils from preparatory.

     There are Twelve (12) existing private elementary schools in the Municipality. The total number of pupils as of SY 2019-2020 is 1,491. 54% (799) of it was accounted for the boys and 46% (692) for girls. These enrollees are being facilitated by 84 teachers using the total 81 serviceable classrooms. Saint Anthony de Carmelli got the highest number with 420 enrollees, followed by Premiere Heights Learning Center School with 213 enrollees, while Cavite Heart of Knowledge Montessori and Beatitudes Learning School has the least number of enrollees with 20 and 11 pupils respectively. Furthermore, the total number of classrooms as well as the total number of teachers supervising each pupil is considerably enough for the total number of enrollees in the above-listed private elementary schools.

     Currently, there are nine (9) existing public elementary schools located within the municipality. These elementary schools had three hundred six (306) teachers attending to two hundred nine (209) classrooms (which have a total of one hundred eighty-four (184) comfort rooms). These cater 8, 994 pupils where 52% (4,641) are boys, and 48% (4,353) are girls in SY 2019-2020. Among these, Carmona Elementary School has the highest number of enrollees with 1,692 students in 47 classrooms and being facilitated by 65 teachers. 

     On the other hand, Paligawan Matanda has the least with 284 enrollees in 9 classrooms. Over-all, the data indicates that there is an adequate number of classrooms provided for the total number of students.

      A five-year projection for the number of classroom and teacher needs inclusive for the year 2020-2024 was done for public elementary schools, public high schools and public tertiary school. The first projection is for public elementary schools existing in the municipality. The following schools are listed below namely; Bancal Elementary School, Cabilang Baybay Elementary School, Carmona Elementary School, Lantic Elementary School, Paligawan Elementary School, Mabuhay Elementary School, Maduya Elementary School, Milagrosa Elementary School Main and West.

     The highest number of classroom projection was identified at  Bancal Elementary School; followed by Milagrosa Elementary School (West), Milagrosa Elementary School (Main), and Lantic Elementary School. With this, the required number of teachers in Bancal Elementary School, Lantic Elementary School and Milagrosa Elementary School (Main and West) in the following years should be met to suffice the needs of the increasing number of school-age population.

     Below are the performance indicators of the public elementary schools for the last three years. Primarily, the participation rate, transition rate, and completion rate have helped the institution observe the accessibility of children to education facilities as well as the capacity of each student to reach the required number of years in public elementary schools. 

     The school participation rate is the measure of absorption of the institution of the school-age population, and the primary indicator that will help the institution observed accessibility to the education of children. The school participation and completion rate were able to recuperate this year with an increase of 3% and 13.91%, totaling to 86.93% and 91.43%, respectively.

    However, the transition rate has declined by 1.16% resulting in 95.03%, indicating diminished access to the next level of education of the school-age population. The same goes for the cohort survival rate, charting 87.33%, which is lower than the previous rate of 91.56%. Meanwhile, the drop-out rate for public elementary schools showed a sudden increase, totaling 1.7%.

      There are four (4) existing schools for senior high-school students in the municipality of Carmona and seven (7) private secondary schools. Carmona National High School has the highest enrollees for Junior High with a total of 5, 970 students; followed by the Angelo Loyola Senior High School with 1,805 students. Meanwhile, Angelicum Academy School and Children of Mary Immaculate School of Carmona got the least number of enrollees with only 18 and 14 students respectively.

     The table above shows the 5-year projection of classroom and teacher needs in the secondary level – the Carmona National High School and Angelo Loyola Senior High School. This projection was made to determine the required number of classrooms and teachers needed for the attainment of a quality and efficient education to both junior and senior high school students in the municipality. 

     Comparing the classroom requirements between elementary and secondary level, CNHS, which is the only public junior high school in Carmona, charted the highest number, with an existing need of forty-four (44) classrooms. This can be attributed to the continuous growth in volume of students enrolling for this level. Therefore, adequate number of classrooms must be provided to ensure quality attainment of education among all students. 

SENIOR HIGH SCHOOL

     There are 1, 805 senior high school students enrolled in Carmona National High School (CNHS) for SY 2019-2020. Accountancy, Business and Management (ABM) got the highest enrollees with 449 enrollees (25%), followed by the Science, Technology, Engineering and Mathematics (STEM) with 253 enrollees (14%) and Humanities and Social Science (HUMSS) with 251 enrollees (14%).

   For Technical Vocational Livelihood Track, the Home Economics (HE) strand, which includes Bread & Pastry, and Cookery got 233 enrollees (13%); and Information and Communication Technology (ICT) with 235 enrollees (13%) taking up Animation and Medical Transcription strands. Meanwhile, the least number of enrollees noted at General Academic Sciences with 211 enrollees (12%), and 173 enrollees (9%) from Industrial Arts taking up Electrical Installation and Maintenance (EIM) and Shielded Metal Arc Welding (SMAW).

     Meanwhile, the table above shows the performance indicators of junior high school students enrolled in public schools. The drop-out rate increased from the previous record of 4.92% to 5.36%. These observed trends can be attributed to the lack of interest in studying and the financial capability of some families to support their children’s educational expenses. Not only these, but various factors like illness, disability, and peer pressure could also lead to a high drop-out rate.        

     Furthermore, with the cohort survival rate of 84.64%, the percentage of enrollees at the beginning grade or year in a given school year who reached the final year of the secondary level have successfully increased. Similarly, the repetition rate or the number of repeaters this year showed a significant decrease, from the previous year’s 4.29% to 3.23%. The percentage for the graduation, completion, and transition rate likewise yielded a remarkable increase in the School Year 2019-2020.

TERTIARY EDUCATION

     The Municipality has two (2) tertiary schools. Cavite State University, the first and only public tertiary school in Carmona, has a total of 2,313 enrollees for SY 2019-2020. CAVSU has 69 full time Teachers and 22 Classrooms. The System Technology Institute (STI) on the other hand, has a total of 362 enrollees with 44-full time Teachers and 25 available classrooms. Female enrollees are higher compared to male enrollees in CAVSU, which is in contrast with the number of enrollees in STI.

     Cavite State University (CvSU) – Carmona has an existing need of twenty-four (24) classrooms. With the increasing number of students entering tertiary level, additional classrooms breakdown as follows are needed:  twenty-eight (28) in 2020; thirty-one (31) in 2021; thirty-five (35) in 2022; forty (40) in 2023; and forty-four (44) in 2024. Meanwhile, hiring of additional teachers need no further prioritization as the existing numbers of teachers in the municipality are enough to meet the volume of tertiary students on the succeeding years.

     The table above shows the existing student-teacher ratio and the student-classroom ratio of both public and private schools offering elementary, secondary (junior and senior), and tertiary levels of education. Due to the increasing number of school-age population at Barangay Milagrosa, Lantic and Bancal, public elementary schools, secondary (junior high), and tertiary schools require additional classrooms to meet the standard ratio of 1:40.

     Nevertheless, the data also shows that private institutions are in dire need of additional classrooms and teachers for Senior High School students. With this, necessary action is important to ensure that there is a provision of quality education among all, especially with the recently implemented K-12 Program, which will help in developing lifelong learners and will prepare tertiary graduates for employment.

     The table above shows the magnitude of enrollees for the last three (3) years. It is noticeable that elementary enrollees are more dominant compared to secondary students. The highest number of elementary enrollees was recorded during School Year 2017-2018, with a total of 10,556 enrollees, from both public and private schools. For the Secondary level, the current school year (2019-2020) got the highest number of enrolment with a total of 8,791 students.

     The data above shows the historical growth of enrolment for each level in both public and private schools for the last three (3) years. At present, a total of 22,195 students enrolled at public and private institutions of the municipality, which is 2. 07% higher compared to the previously reported number of enrollees. An increasing number of secondary enrollees were observed from both public and private schools this year. On the other hand, enrollees from elementary and tertiary levels showed an increasing and decreasing thread of numbers.  

ALTERNATIVE LEARNING SYSTEM

     In 2019, a total of 405 enrollees attended the ALS Program of the Carmona DepEd-District, of which 314 are enrollees for the Secondary level. The remaining eighty-three (83) are enrollees from the elementary level, while eight (8) are enrollees taking the Basic Literacy Program.

     The number of Out-of-School Youth (OSY) in the municipality is shown on the table above. Based on the results of the CBMS Survey 2017-2018, there are 1, 015 OSYs in the municipality. The highest magnitude of these children can be found at Barangays Milagrosa, Lantic and Bancal and Maduya.  

     Decrease in the magnitude of OSYs in the municipality is attributed to the various literacy programs and projects implemented by the LGU that include: Free Basic Computer Literacy Program for students and e-Library Services by Carmona Community e-Center, the Center-based and Community-based Education and Rehabilitation Program for Persons with Disability, Technical and Vocational Skills Training for OSYs and Scholarship Programs for indigent but deserving students.

     On the other hand, the table above shows the type and condition of facilities that are available in public elementary, junior and senior high schools in the municipality. Facilities of these schools were being inspected to see which institutions need prioritization in educational infrastructure development and maintenance.

     Looking at the data above, only Milagrosa Elementary School has no available canteen for the enrollees. Clinics are not yet available at Bancal, Lantic, Cabilang Baybay, Mabuhay, Milagrosa Elementary School (West), and Paligawan Matanda Elementary School; and all facilities at Carmona National High School (CNHS) are in dire need of improvement and priority action. Also, the establishment of libraries for all schools in the municipality must be prioritized. Other facilities that need priority action are the principal’s guidance office and canteen at CNHS and Bancal Elementary School and comfort rooms at Paligawan Matanda Elementary School and CNHS.

     For private elementary schools in the municipality of Carmona, Cavite Heart of Knowledge Montessori, Beatitude Learning School (Townhomes) and Carmona Central UMC Center (P-4) has the largest number of poor facilities, having 3-4 facilities rated under poor condition. This only means that guidance office, administration office, library and canteen of the above-mentioned schools need further improvement to ensure a safe and better learning environment for the pupils. Meanwhile, schools with the most good or well-maintained facilities are Colegio De San Joseph, Children of Mary Immaculate School, Carmona Christian School, Premiere Heights Learning Center, Toddler Smart Learning Center, PAW Elite Academy and Zion Academy of Carmona (Mabuhay).  Furthermore, for the tertiary level, STI has the record of all-good or well-maintained facilities while ICC lacks some of the facilities needed by the students.
