  1. Office Mandate

CHRMO is mandated to:

·         Establish a sound recruitment and selection system within the organization

·         Develop and implement policies in all aspects of personnel administration

·         Process appointment and other personnel related transactions in accordance with policies and laws

·         Make continuing analysis of training need, plan and implement capacity development and maintain a complete and updated personnel information system

2.       Services and Functions

·         Implement the CSC Rules and Regulations and Directives on Personnel Matters in the agency

·         Conduct continuing human resource development programs and other capacity building interventions to enhance the competency of employees and officials

·         Monitor and evaluate the implementation of performance management systems in accordance with Civil Service Rules and Regulations

·         Attend to queries, concerns, complaints and other matters on human resource management

·         Recruiting, screening and selecting qualified applicants

·         Prepared and process appointment

·         Conduct orientation to the new employees

·         Receive Recruitment Application

·         Response to queries on employment and other Civil Service matters

Mission: The Human Resource Management Office as one of the primary department of the agency adheres to –

  • Act as an overseer of employees’ decorum, welfare and development
  • Uphold the tenets of the Civil Service Commission
  • Act expeditiously on employees’ and clients’ grievance/s, and
  • Formulate program/s policies that will promote and ensure excellent public service.

Vision: To procreate together with the head of agency a workforce that is service oriented and committed to economic, social and moral upliftment of the people
