Newly-elected officials undergo DILG training

Knowing My LGU (LGPMS)To identify and address the gaps in the Local Governance Performance Management System (LPGMS) and orient the newly elected officials on their tasks and responsibilities and aid them in defining their term-based development roadmap, the Department of Interior and Local Government (DILG) Multi-District Team-Approach Cooperation Task (MD TACT) represented by Carmona MLGOO Ms. Alona Poblete conducted a one-day orientation on “Knowing my LGU” Track 1B of the NEO (Newly-elected Official) Program last July 13, 2010 at the Municipal Penthouse.

The NEO Program has four (4) major components – Ensuring Smooth Transition, Laying the Foundation, Building Alliances and Sharpening the Saw. The first component is divided into two tracks. The LGA-facilitated Track 1A – “My First 100 Days” was completed by coming back Mayor Dahlia Loyola in June in Tagaytay City.

Track 1B - “Knowing my LGU” was handled by the local DILG league, MD TACT. Vice Mayor Cesar N. Ines and Sangguniang Bayan members attended the said orientation together with the Municipal Department Heads, and representatives from the National Government Agencies (NGAs) and Non-Government Organizations (NGOs).

In the said tract, the State of Local Governance Report, State of Development Report and State of Financial Performance Report for the performance year 2009 were presented to the participants in order for them to analyze the situation and propose possible solutions or pledge to fill in the gaps identified in the previous year’s reports. At the end of the orientation, the newly elected-officials and each concerned sector submitted the filled-out commitment form to the DILG team.

The speakers also presented the overview and schedules for the Comprehensive Land Use Plan, Executive Legislative Agenda, Annual Investment Plan, Capacity Development (CapDev) Agenda and Comprehensive Development Plan (CDP) based on the NEO framework.


The speakers were the members of the Cavite MD Tact - GMA MLGOO Marita Beniel, Tanza MLGOO Rebecca Data, Trece Martires City CLGOO Leo Data and Imus MGLOO Cecilia De Quiroz.

The second component of the NEO Program, Laying the Foundation, will take place in August 2010.
